No. Whether it's a mosaic or a blur that has been applied the best you can do is a series of filters that will produce a shape similar to the original, but in reality you're unlikely to get anywhere close to something that looks like a real image.

if you know the exact lens characteristics, have a very clean (noise free) clip, and a lot of time on your hands, you can try deconvolution. the GIMP has a plugin to do this. the results are normally pretty ugly though :) didee's limitedsharpen will give you the impression of more detail without actually giving you any more (which is usually not possible). it's aesthetically pleasing at least. but the CSI Miami style "zoom in on that girl's eyeball and get our killer's face off the reflection in full print resolution" has never and will never be possible.
