How to change FPS in Nero Recode?

Many video files are in 23.98fps, when encode them with Nero Recode, the result file's fps will be same as the source. I need 29.97fps in the result file but I can't find a way to change(convert) the output fps in nero recode(so I have to write AVS to change the fps before encoding)
