Notes for the Add FX window

* Request An ability to add notes for every FX on the add FX window (not per project, they should always be there when you open any project). I envision something like a small text window opening when you hover the mouse cursor on top of a plugin for a while. You could type anything you want there, like what the plugin does and where does it especially shine. * Benefit I use mostly free plugins and I download a lot of them. It's difficult to remember what each one does and what it'd be good for. Many plugin names are really nondescriptive, such as MQ57 or IVGI (real life examples here). Writing simple notes for the plugins would speed up the workflow, as you wouldn't have to go through potentially dozens of plugins to find the one you're loooking for, just read your own notes. It would benefit many people who are plugin hoarders I think. * Reason Not a problem in the bug kinda sense, I just think this feature would speed up the workflow for many users. * Implementation Suggestion Here's a little screenshots of what it would basically look like. When you move the mouse about and it stays put for a second or so on a plugin, the box in the pic would appear. You could add and edit them by right clicking on top of a plugin and choosing Add Note or something like that.
